In-Building ERCES Updates

Thurston 911 Communications (TCOMM911) is upgrading the Thurston County Emergency Radio Network (TCERN) used by first responders in Q4 2024. All radio users on the current network will be transitioned to the new radio network and as a result, all properties with an in-building ERCES (emergency radio communication enhancements system) currently operating on the TCOMM911 emergency radio system need to have those in-building systems updated. This update will allow the ERCES to operate properly on the new radio network.

TCOMM911’s resources for property owners, property managers, vendors, building code officials, and fire marshals are made available on this webpage.  Note that that information and resources are being updated regularly, so please check back often for updates.

In-Building ERCES owners, vendors, AHJs in Thurston County. The meeting was
held to inform stakeholders about the upcoming change in the TCOMM911 radio
system and to provide resources to support the identification, assessment,
migration, and activation processes for existing in-building ERCES within

Definitions

  • AHJ - Authority Having Jurisdiction.
  • BDA – Bi-Directional Amplifier receives, amplifies, and broadcasts radio signal to and from a radio site allowing re-transmission using a DAS inside a building
  • DAS – Distributed Antenna System are the antennas located throughout a building that connect to a BDA allowing two-way communication using an external radio network
  • ERCES – Emergency Radio Communication Enhancement System, also referred to as BDA/DAS, or DAS.
  • P25 Phase 2 - A suite of standards focusing on interoperable radio communications. Phase 2 is time-division multiple access (TDMA).
  • TCERN – Thurston County Emergency Radio Network - The new P25 digital radio network for first responders.
  • TCOMM911 – Thurston 911 Communications - The agency that owns and operates the TCERN system infrastructure and 911 emergency dispatch center.

A 501(c)(3) organization, Thurston 911 Communications (TCOMM 911) is a countywide enhanced 911 answering point and dispatch center for all law enforcement, fire services, and Medic One departments. TCOMM 911 serves all of the cities, towns, and unincorporated areas within Thurston County.

TCOMM 911 is a state-of-the-art 24/7 x 365 operation, answering both 911 and 10 digit emergency calls as well as texts from the public and dispatching an appropriate level of response based on protocols provided by and agreed to by law enforcement, fire services, and Medic One.
